  • Who Can Obtain a Talent Passport? Eligibility Criteria

For a founder wishing to establish a company in France, the correct residence permit is as decisive as the business plan. So, who can obtain a Talent Passport? This status covers residence permit categories for those coming to France not only to find work but also to invest, carry out an innovative project, establish a company, or take on a highly skilled role. However, not every international entrepreneur or investor is automatically considered eligible. The project on which the application is based, the candidate's background, funding, and economic impact in France are evaluated together.

The names and subcategories of this system in the French administration may be updated over time. Therefore, it is necessary to check the current category definition, financial thresholds, and consulate practices before starting the application. The basic logic remains unchanged: the project to be presented in France is expected to be real, feasible, and compatible with the candidate's qualifications.

Who can obtain a Talent Passport?

The Talent Passport is not a single type of visa but a framework for residence permits organised according to different profiles. The most common profiles for applicants from Turkey are company founders, innovative project owners, economic investors, skilled workers, and researchers. There may also be separate pathways for artists and certain professionals coming to France under intra-company assignments.

The suitability of a candidate is not determined solely by their diploma or capital. For example, a strong investment budget may not be sufficient if the project does not appear viable in France. Similarly, a well-prepared business plan may fall short if it does not demonstrate the candidate's sectoral experience and personal financial capacity.

The most critical question for founders is this: Does the business that the applicant intends to establish or acquire in France present a financially coherent project? The administration wants to see the target market, revenue model, source of financing, expected employment, and the founder's competence to manage the project.

Suitability for entrepreneurs and company founders

Individuals wishing to establish a commercial, artisanal, or industrial business in France may be candidates for entrepreneur-focused categories under the Talent Passport. This pathway is particularly relevant for plans involving a company operating in Turkey expanding to France, establishing a new French company, or acquiring an existing business.

In the application, the candidate generally needs to demonstrate that they have at least a master's level education or meaningful professional experience in the planned field of activity. In practice, around five years of relevant experience is an important element that can be considered as an alternative to a diploma. However, it is not sufficient for the experience to be merely stated in the CV. References, previous company partnerships, commercial records, job descriptions, and the connection between the project and experience must be clearly established in the file.

The amount of investment is also a central issue in founder applications. In certain categories based on company formation, a specific minimum investment capacity may be required. The source of this amount must be documented; it should be supported by bank accounts, capital commitments, partnership agreements, or investor intention letters. It is necessary to understand not only that the money appears in the account but also how it will be used for activities in France.

For example, the file of a candidate wishing to establish a software consultancy company in Paris should include the target customer profile, sales channel, pricing, first-year budget, and local business development plan. Successful operations in Turkey alone provide a positive basis; however, if the method of finding customers in the French market is not explained, the commercial aspect of the application remains incomplete.

    Innovative project owners

A different evaluation path may be found for entrepreneurs developing innovative projects in the fields of technology, sustainability, health, artificial intelligence, industry, or digital services. Here, the focus is on the recognition of the innovative nature of the project by the relevant French institutions or structures.

Being innovative does not only mean offering a digital product. The project is expected to have a measurable difference in terms of technology, method, product, process, or business model. The application file must clearly outline how the product solves the problem, how it differs from competitors, the intellectual property status, team competence, and the development plan in France.

This route can be strong for projects with high growth potential. Conversely, early-stage ventures that do not yet have customer validation or have an uncertain financing plan may require additional evidence. Not every start-up automatically gains innovative project status.

    Conditions for economic investors

Individuals planning to make direct and significant investments in France may also be considered under the Talent Passport. This profile may include investors who contribute capital to a new business, invest in an existing French company, or develop economic activities through a group of companies.

In investor applications, the economic impact is as important as the size of the investment. It is expected that the capital will be directed towards a permanent activity in France, create employment, or contribute to the preservation of existing employment. In certain investor categories, a high-value capital investment and a commitment to create or preserve jobs within a few years may be required.

Passive financial investment and business-focused economic investment are not evaluated in the same way. Merely owning financial assets is not sufficient on its own for this residence permit. The nature of the investment, its relationship with the French company, the source of funds, and the employment plan must be documented.

Qualified employees, researchers, and other professionals

The Talent Passport is not only aimed at company founders. Professionals hired for a position requiring high qualifications by a French employer may also be eligible. In these applications, the duration of the employment contract, the nature of the position, the candidate's level of education, and the salary level are taken into account. Since salary thresholds can change periodically, the current amount should be checked before signing the contract.

For researchers, the acceptance agreement with a French university, laboratory, or authorised research institution is the fundamental document. Artists, creative professionals, and employees of certain international companies may benefit from different subcategories depending on the nature of their activities.

The fundamental distinction in these groups is as follows: The entrepreneur's application is based on the reliability of the economic project, while the employee's application is based on the nature of the employment relationship and the position. Choosing the wrong category can lead to unnecessary delays or an increased risk of rejection, even for a strong file.

    Which documents strengthen the application?

The documents vary according to the chosen category; however, a consistent file contains evidence supporting the same story. In addition to personal documents such as passports, marital status documents, and criminal records, commercial documents proving professional background and the project in France should be prepared.

For founders and investors, the business plan, financial forecasts, bank documents, drafts of company formation, partnership structure, letters of intent from customers or suppliers, and market analysis stand out. For qualified employees, the employment contract, diploma, proof of experience, and documents related to the employer are more decisive. The French translation of the documents, the apostille process if necessary, and the consistency of dates are also important for the reliability of the file.

The most common mistake is to present the business plan as a generic text prepared solely for the immigration file. The administration wants to see the actual costs in France, the target customer segment, the competition, the operational model, and how the founder will actually operate in the country. Especially the market validation conducted before the company is established, local partner research and sales negotiations add concreteness to the file.

Establishing the correct order before the application

Talent Passport application, the company formation process it should not be thought of independently. The type of company, partnership structure, address, capital, activity code, and business plan should not contradict the residence permit file. For example, if the application describes e-commerce activity while the founding documents contain a completely different area of service, a discrepancy arises that requires explanation.

Therefore, first clarifying the entry strategy and then determining the appropriate residence category yields healthier results. When market research, financial model, local business partners, and company establishment steps are managed on the same timeline, both the application file is strengthened and the operation after entry into France starts more quickly.

ADAL Consulting can address this process for founders wishing to enter the French market with market analysis, company establishment, and residence permit preparation. Preparing a project file that is suitable for the correct category and has commercial reality transforms the application from merely an administrative process into the working plan for the first operational year in France.
